Beauty is the most crowded category on Meta and TikTok. Every serum has a before and after. Every brand has a creator saying "i was sceptical". The auction does not care how good your formula is. It cares whether your ad earns a stop and a click at a cost you can live with, and whether the customer comes back.
That is a creative problem before it is a media problem. Most beauty brands find out the hard way: the account is set up properly, spend goes up, and results stay flat because the ads look like everyone else's.
So the question is not "who can run our ads". It is "who can tell us what to say, to whom, in what format, and prove it with a test". This list sorts the European options for beauty, skincare and cosmetics brands with that bias. Where an agency's site does not say something, we do not say it either.

How we chose
Every agency here is based in Europe, with an office address on its own site, and works with beauty, skincare or cosmetics brands as a stated focus or with named beauty clients. We left out US firms with a European satellite office.
We then weighted for three things. Specialism: does the agency say it works with beauty, and can it show beauty clients by name? Paid social and creative: we favoured agencies that describe creative, testing and paid social as connected work over PR-led or web-build-led shops. Process: a published method is not proof of quality, but it tells you what the agency thinks the job is.
We did not rank on size, awards or reviews, and we did not see anyone's ad accounts. Every fact comes from the pages listed under Sources.

1. HYLN Hub

HYLN Hub is our own studio, so weigh this entry accordingly. We are a creative strategy studio for DTC brands, based in Barcelona, working with brands in Europe and the U.S. Two senior creative strategists run it, a husband and wife: Eda Burcu Senel, strategy lead, a decade in marketing, and Santiago Correal Mantilla, client and growth lead, from AI research and engineering.
There is no production team. HYLN does the thinking and the direction: research, concepts, creative briefs, creative testing, performance analysis, creative team management. Briefs go to the brand's editors, designers and creators; HYLN approves and hands to the media buyer. Industries: DTC wellness, supplements, beauty and skincare, lifestyle, on Meta and TikTok. 2. Adnomics

Adnomics is a London paid media agency, "The Revenue Reality agency" in its own words, working across ecommerce, fashion, beauty and skincare, FMCG and other sectors. Its beauty page offers "paid search, paid social and creative testing for beauty and skincare brands scaling profitably": Meta, TikTok and Pinterest, geo-lift and holdout tests, creative testing with asset tagging, and profit tracking. On beauty it says the first order rarely pays for itself, so it measures customer value by the third repeat purchase.
Adnomics publishes its terms: minimum ad spend of £15,000 a month, fees typically from £3,500 a month, contracts of 6 to 12 months with a 3-month break clause.
Best for: beauty brands spending real money who want measurement they can defend to a finance director. Based in: London. Honest note on fit: the clients on the beauty page skew to fashion and jewellery. Ask for skincare examples.
3. Nordic Beauty Bank

Nordic Beauty Bank describes itself as "a creative marketing agency for beauty and cosmetics brands" combining brand positioning, social-first concepts, UGC production and short-form video. Based in Finland, it works across the Nordics and international markets in beauty, skincare, haircare, cosmetics, fragrance and wellness. Clients named include CAIA Cosmetics, Cocopanda, Veloide, IVISKIN and Nomai.
Services are a "Creative System Build-Out" (full visual and verbal identity plus 10+ UGC videos), a "Campaign Boost", monthly organic content, and "Paid Ad Creative" built for paid social. Its own line: "Strategy must precede production. A concept decides the formats, the creators, the claims and the paid structure." Pricing is quoted after a discovery call.
Best for: beauty brands in or entering the Nordics that need a creative system and creator content built for ads. Based in: Finland. Honest note on fit: a creative and content partner. The site does not describe media buying, so bring a buyer.
4. Foundation
Foundation calls itself "the performance marketing agency for beauty brands" and is part of the Liberty Group, a collection of specialist digital marketing agencies. Its about page cites over 45 digital marketing experts across the group, partnerships with Google and Facebook, and work with Benefit Cosmetics, Morphe and Fresh Cosmetics. The paid media page adds Balance Me, L'Artisan Parfumeur, Penhaligon's, Tanologist, Isle of Paradise and Real Techniques.
Paid media covers Google Shopping, paid search, display, programmatic and paid social on Instagram and TikTok, described as campaigns "backed by data" with "fluid budget allocation" between channels. No pricing is published.
Best for: DTC beauty brands that want one beauty-only team across search, shopping and paid social. Based in: Cardiff, per the UK agency roundup we read. Honest note on fit: the paid media page says more about search and shopping than creative. Ask who makes the ads and how they are tested.
5. Evolut

Evolut works with "beauty, supplement & longevity brands" across Europe and the US, with copywriters and creators across 25+ countries, and is registered in Hungary. Services are paid media, social and email across Google, TikTok, Meta, Pinterest and ChatGPT, with UGC production and Klaviyo email as a Klaviyo Master Partner. Named clients include Hillvital, Solanie and Triple Solution Skincare.
Its method, OMNIPRESENCE, is "brand story, performance and owned channels working together". The line that matters here: "Strategy first. Then creative and performance, working as one system." It says it scales spend "against real revenue, not vanity ROAS" and runs 40+ creative formats in paid media. No pricing is published.
Best for: beauty and supplement brands selling across the EU that want paid, creative and email under one roof. Based in: Hungary. Honest note on fit: a younger and smaller name than the UK agencies here. Ask for two references in your price bracket.
6. The Social Shepherd

The Social Shepherd is a social media agency with offices in Bath, London, New York and Miami: "connecting consumers to brands through content, creators and commerce". Services cover social strategy, paid media, creative production, influencer marketing and TikTok Shop management. Beauty clients named on the site include Lumene and Bio-Oil, alongside UNIQLO, Zalando, Lavazza and ASICS.
The site claims best large social agency three years in a row. No pricing or detailed process is published.
Best for: established beauty brands that want paid, creator and organic social from one larger team, including TikTok Shop. Based in: Bath and London. Honest note on fit: a large multi-category agency. Beauty is one vertical among many.
7. PinPoint Media

PinPoint Media is a UK performance agency that "combines paid social, paid search, creative, influencer, video production, and animation into one thing: revenue growth for your brand". Offices in London, Cheltenham, Leeds and Edinburgh, 80+ specialists, DTC, FMCG and consumer brands. Paid social runs across Meta, TikTok, Pinterest and Snapchat. Case studies include Knoops, Planthood, Everleaf and the skincare brand Sunsolve.
It positions against agencies that keep creative and performance apart: "We test, learn, and scale what works. If something is not performing, we will tell you before you notice it on the dashboard." No pricing is published.
Best for: UK beauty and personal care brands that want production and paid social from the same team. Based in: London, Cheltenham, Leeds and Edinburgh. Honest note on fit: beauty is not the stated specialism. One skincare case study is on the site.
8. The Pull Agency

The Pull Agency does "insight-driven storytelling for Health, Beauty and Luxury Brands" from London. Services are brand strategy and design, campaigns and social, and UX and development. Its beauty client list is one of the deepest here: Schwarzkopf Professional, Hawaiian Tropic, Zelens, Tropic Skincare, Carmex, Nip and Fab, Tangle Teezer and Jo Loves, plus health brands Symprove and Nutriburst.
The site describes turning "insights from what consumers really think about your brand" into "powerful concepts, beautifully crafted assets and meaningful campaigns". No pricing is published.
Best for: beauty brands that need the brand and the campaign idea fixed before they scale paid. Based in: London. Honest note on fit: paid social is not a standalone service. A brand and campaign agency with social attached, not a performance shop.
9. Alioze

Alioze is a beauty-specialist communication and digital agency founded in 2008. Its French beauty page lists a Paris address and clients including Filorga, Dior, Guerlain, Kiehl's and SVR; the English page adds Cattier, Kneipp and Jurlique and lists UK contact cities. Services run from web development on Shopify and Magento, through branding, creative direction, photo and video production, to SEO, paid search, social media management and advertising, and influencer work. No pricing is published.
Best for: French or European beauty brands that want an established, beauty-only partner across web, content and social ads. Based in: Paris, with a UK presence. Honest note on fit: the offer is broad. Be specific about what you are buying.
10. HY.AM Studios

HY.AM Studios is a Berlin creative studio doing "social-first marketing for brands that shape culture" for fashion, beauty, lifestyle and sports. Services cover Instagram, TikTok and LinkedIn: content, influencer partnerships, community management, paid social, brand strategy and design. Clients named include Hugo Boss, Adidas, Nike, Bumble and Zalando; the beauty work shown is for Goldwell.
HY.AM is open about money. Its social media page lists monthly retainers of 1,500 to 3,000 euros at the basic level, 3,000 to 7,000 for multi-channel, and 7,000 to 20,000 for full service with production. Process starts with "a structured discovery phase: brand audit, competitive analysis, stakeholder interviews, and audience insights", then weekly checks on "what gets scaled and what gets cut".
Best for: beauty brands in the DACH market that want native content and paid social from one Berlin team. Based in: Berlin. Honest note on fit: the client list is fashion and lifestyle heavy. Ask for beauty examples.
Which type of partner fits your stage
Choose by what is actually broken.
Under roughly 20,000 euros a month in spend, no in-house creative. Creative first, media second. A creative partner like Nordic Beauty Bank, or a strategy studio like ours, will do more than a buyer optimising ads that do not work.
20,000 to 100,000 a month, with a designer or editor in-house. Someone has to decide what to test, write the brief and read the result. Adnomics, Evolut and Foundation fold testing into their media service, which works if you are happy for the same people to grade their own homework.
Over 100,000 a month, or a multi-market launch. You want production, creators and buying in one place. The Social Shepherd, PinPoint Media and HY.AM Studios are built for this scope.
Brand is the problem, not the ads. If nobody can say in one sentence why your serum and not the other one, testing will not fix it. The Pull Agency and Alioze work at that layer.
What to ask on the first call
- Show me a test you ran in beauty and what you changed because of it. Not the winning ad. The decision.
- Who writes the brief, and what is in it? If the answer is "our designers just know", that is a no.
- How many concepts do you launch a month, and how many are variations of one idea? Beauty accounts die of five versions of one ad.
- What do you measure beyond ROAS? Hook rate, hold rate, new customer rate, second order. Any of these is a good sign.
- What do you need from us? "Nothing" means generic work. Asking for founder time, product close-ups and customer reviews is a good sign.
- What happens to the work if we leave? Files, ad accounts, creator agreements. In writing.

Do I need a beauty-specialist agency, or is a good DTC agency enough?
A good DTC agency can run the account. A beauty specialist knows why a texture shot beats a bottle shot, how claims are regulated across EU markets, and how to work with creators without the content looking sponsored. In a crowded sub-category like vitamin C serums or SPF, that saves wasted spend.
How much should a beauty brand budget for an agency in Europe?
Two agencies here publish numbers. Adnomics states a minimum ad spend of £15,000 a month with fees typically from £3,500 a month. HY.AM Studios lists retainers from 1,500 to 20,000 euros a month depending on scope. Everyone else quotes on request. Expect the fee to be set by production load and scope, not by how many channels you tick.
Should creative and media buying sit with the same partner?
It is convenient, and several agencies here argue for it. The risk is that the same team reports on its own creative. Keeping them separate, or putting a strategy partner between your creative team and your buyer, gives you an independent read. Either model works if the tests are designed before launch.
What is the difference between a creative strategy studio and a creative agency?
A creative agency makes the assets. A creative strategy studio decides what the assets should be, briefs them, and reads the results. Studios are smaller, usually senior, and work alongside your existing editors and creators rather than replacing them. An agency with production is the right call when you have nobody to make the work.
